Times Two POLICY:
Rec policy now states that at each practice at least 1 coach who has been cleared through the background
and at least 1 other adult must be present. If you cannot meet this requirement. This will be strictly
enforced and randomly monitored. The Challenger trainers will have been checked as well but do not rely
on them to run the practice we need a coach.
PARENT MEETING - League has asked all parents to sign Parent code of conduct. Each parent acknowledged
and agreed to the code of conduct when they registered. We recommend reminding / review the Code of
Conduct with them and that we will hold each parent accountable.
Please help us with communication of the roster assignment policy as your parents reach out regarding
schedules. No changes to the rosters will be made. Parents confirmed and agreed to the policy at
registration.

CHSS Make-up Games Policy
District Presidents are to handle all make up matches in a timely manner. The coaches are NOT permitted to
reschedule games. The Presidents of each district will communicate the official make-up game to their
respective districts once rescheduled and the game is official. The league then officially enters the make-up
game in the system so everyone parents, coaches, refs and so on are informed. Games can only be rescheduled
by your District soccer organization due to weather or due to a school or religious event that
causes a team not to have the minimum number of players required.
3
Posting Game Scores - All game scores must be posted by Sunday evening the weekend of the game on
your team site. Go to your team site, click on the Results tab, select the game from your schedule, and
enter your team’s score and your opponents score in the fields provided and click submit.
ROSTERS: The League will provide signed Rosters which you will need to have with you at all games.
Referees
- Remember the ref is in a tough place, we tell them to respect authority figures, then ask them to be the
authority figure controlling the field. That creates a conflict when a coach yells at a ref (especially if they
are young). If you have a problem with a ref (especially Passers and Wings) discuss it with the ref after the
half or the game in calm teaching way or elevate concern to George, Shellie or Christian. Catch them being
good! We want to hear what they are doing well too! Feedback always helps.
- Home coach pays both referees before the game (I2 – $15, I3 -$20, 8U - $20, 10U / 12U - $25, 14U - $30,
16U - $35). If there is only 1 ref, they get both fees.
- Checks for ref fees should arrive before the first game
- GAME CARDS – each home coach will also be given Game Cards to provide to the ref before the game and
both teams will have to sign the card after the game. Ref will retain the cards for the league.

Cincinnati Hills SAY Coaches Points of Emphasis
Lightning/Thunder Policy:
• At either the sound of thunder OR sight of lighting, games will be immediately stopped and fields need to
be cleared of all participants (coaches, players, referees and spectators)
• Games may be restarted 30 minutes after the last sound of thunder or sight of lightning. Fields equipped
with lightning detectors - wait until the detector has sounded.
Shortening of Game Times:
• All games need to be played to their full allotted times.
• Referees may shorten or cancel games within SAY policy or the Laws of the game at his/her discretion
League Requirements:
• Coaches are not permitted to add any player to his/her team (practice sessions or games) that is not
officially listed on his/her officially signed team roster.
• There must be at least two adults present (at least one certified coach) at every practice.
Game Management:
• Encourage good sportsmanship from your players and demonstrate it via your own conduct. Greet the
other coach and praise the efforts of players on both teams.
• Read and understand the laws of the game. At passers, there are no direct free kicks and players may
retake throw-ins as many times as needed. At the Wings and above levels, it is critical that you clearly
understand the laws covering off-sides, handling (hand balls), fouls and misconduct and advantage.
• Shouting and/or yelling at players is not permitted. Abusive/aggressive language will not be tolerated and
will result in a caution (yellow card). Positive instruction only.
• A maximum of three coaches are permitted on the sidelines at any time.
• A minimum of one certified coach MUST be present at a game and/or practice and a minimum of two
adults at practice.
• Coaches are not permitted on the field during game time without permission from the referee.
• Coaches must stay between the half-way line and 18 yard line (outside of the penalty box) during game
time
• Each player MUST play a minimum of half the game (2 quarters).
• Referee calls are not to be questioned in a dissenting manner during game time. Any questions or
clarifications may be addressed respectfully between quarters or at the end of the game.
• If there are any spectator issues, referees are instructed to work through the coach to bring these to
resolution. Refusing to do so will result in a caution (yellow card) and potential send-off (red card).
• A player who has been issued with a red card (send off) needs to leave the field and is not permitted to
participate in the rest of the game. The player also receives an automatic one game suspension.
Importantly, that player must stay with his/her team on the bench. The team will need to play “short” for
the rest of the game.

SAY NATIONAL CONCUSSION POLICY
The SAY National Concussion Policy consists of two very distinct procedures. This policy is required for ALL
coaches and officials regardless of their age and/or status (i.e. Head coach, Assistant Coach, Head Referee,
Assistant Referee, etc.). These procedures are designed to comply with recently passed legislation
concerning concussion in youth sports. It will be necessary to complete a concussion training course every
three (3) years.
STEP 1: The first portion of the SAY National Concussion policy is the taking of a FREE online training
course. ALL coaches and referees MUST complete this training course prior to participating in the any SAY
activity whether it be a practice or a game situation.
There are two approved options for the FREE online training program consists of two approved options,
either of which is acceptable:
The FIRST APPROVED OPTION is provided by the National Federation of State High School Associations
Concussion in Sports – What You Need to Know, which can be found
at http://www.nfhslearn.com/electiveDetail.aspx?courseID=38000
The SECOND APPROVED OPTION is through the Center for Disease Control and their Prevention Heads Up
Concussion in Youth Sports Online training program, which is
at http://www.cdc.gov/concussion/HeadsUp/online_training.html.
After completing either the FIRST OR SECOND APPROVED OPTION, you will need to print out your
personalized "certificate of completion” and keep a copy with you at ALL SAY related functions (especially
referees, as you may be required to show your personalized certificate to the appropriate SAY authorities
prior to being allowed to officiate any games).
STEP 2: The second portion of the SAY National Concussion policy is the Removal-From and Return-to-Play
procedure. Any athlete exhibiting signs and symptoms of concussion either during a practice or during a
game MUST be immediately removed. This athlete MAY NOT return to play nor participate in any SAY
activity on the same day that he or she has been removed (even if a written medical clearance is provided).
In addition, the athlete is not permitted to return to play or participate in any SAY activity until he or she has
been assessed and received written clearance by a physician or by another licensed health care provider. A
Return-to-Play note must be submitted to the coach prior to allowing the athlete to participate in any
activity with the athlete’s team, whether it be a practice or a game situation.
All of SAY’s member Areas and Districts are responsible to monitor and track their coaches and referees with
regard to their individual compliance with this policy. For those SAY members playing spring seasons, this
policy must be implemented with the coaches and referees having completed their mandated online training
prior to April 26, 2013. Those SAY members operating a fall season program must have their coaches and
referees complete their individual online training prior to starting practices.
Listed below you will find helpful links regarding signs and symptoms of concussion:
